About The Service

The Planning Service contains three Teams: Planning Policy; Strategic Development Management & Placemaking; and Non-Strategic Development Management & Enforcement. Together, we play a key role in delivering and managing the growth of the city through the following work:

- putting in place a plan-led policy framework - preparing plans and guidance;
- delivering new developments through a masterplanning and placemaking approach;
- providing an efficient development management service - effectively processing the highest number of planning applications in Wales; and
- continually working to improve performance and efficiency.

- bringing forward the homes people need, especially affordable homes;
- generating significant investment in the city and supporting the local economy;
- approving new schemes which create a wide range of jobs;

About the job

The post is within the Placemaking Group, which plays a key role in managing change within the city.

Our vision is 'to support the planned growth of the city and the delivery of liveable, integrated and sustainable neighbourhoods through excellence in Development Management and Placemaking, whilst preserving and enhancing the built and natural environment’.

The Group provides advice relating to urban design and historic environment matters to all parts of the Planning Service and the wider Council. We produce design and heritage policy and guidance and undertake public realm and infrastructure projects. We undertake collaborative weekly Design Review sessions for most major applications and many non-strategic proposals which present unusual design issues.

What We Are Looking For From You

We are looking for someone with a passion for good design who can shape and add value to development proposals at every scale and in sensitive settings.

You will have a good understanding of placemaking policy and best practice and use this to take on a diverse range of design and heritage work. This will include:

- Providing specialist advice relating to planning, listed building consent or advertisement consent applications, pre-app proposals and in-house site design brief documents.
- Contributing to the provision of design and conservation advice in respect of other relevant departmental and corporate regeneration initiatives and projects whilst also ensuring statutory, legislative and Council requirements are met.
- Liaising with Councillors, applicants, their agents and the general public to ensure that they receive comprehensive advice on design and heritage issues.
- Contributing towards the preparation of design and heritage policies including area and site specific policies and guidance as part of the Local Development Plan process.
- Preparing reports, guidance, publicity, technical papers and other information and to assist in the presentation of them at meetings, committees and outside organisations when required to do so, including the review of conservation areas.
