About The Service
Rent Smart Wales is the designated Single Licensing Authority for Wales for the private rented sector, this service was established in November 2015 following the implementation of the Housing (Wales) Act 2014 and is hosted by Cardiff Council.
The Act places a legal duty on private landlords of rental properties across Wales to register their rental properties. The Act also places a duty on any landlord or agent conducting letting and managing activities at any rental property in Wales to be licensed. In addition to maintaining the register, the determination of licence applications and enforcement of non-compliance, Rent Smart Wales has a responsibility to regulate all licensees.
Rent Smart Wales benefits from web-based systems designed with the user in mind, contact centre telephone technology and partnership arrangements with the 22 Local Authorities across Wales.
About the job
This role is critical to the success of Rent Smart Wales and is a unique opportunity for you to be at the forefront of driving up standards in the private rented sector.
As part of a small team, you will develop, build and audit training courses for landlords and letting agents on their responsibilities and legal obligations, which is an essential part of the licensing process. You will ensure that the training Rent Smart Wales offers is relevant to the needs of the market while also covering important messages from our stakeholders. You will not only write, edit and produce innovative training material; you will also audit other providers of Rent Smart Wales training to obtain assurance that their training is of the same high standard.
You may also involve the regulation of commercial letting agents licensed with Rent Smart Wales to obtain assurance they understand and are complying with their licence conditions and wider legal obligations throughout the term of their licence. This will include conducting desk-based audits of the letting agent’s processes to ensure compliance with all relevant legislation; liaising with letting agents and Rent Smart Wales partners; preparing decision reports based on findings; and attendance at stakeholder meetings and the Residential Property Tribunal, if required.

Additional information
Whilst the roles are mainly office based (potentially home working during the current COVID -19 circumstances), travel across Wales will be required.
Holding a full valid driving licence is a requirement of the post.
The post holder must be willing to work on various sites as this may be required.
The post holder must be willing to work outside of normal office hours as this may be required.
