About The Service

At Flying Start, improving outcomes for children is our priority. Flying Start is a Welsh Government funded programme which is targeted at children aged 0-3 years 11 months and their families living in Cardiff.  It is well recognised that children’s early years are an important period and experiences at this time impact greatly on children’s future development – so it is very important to us in Flying Start to support children and families in these early years.

Flying Start provides a wide range of services to support both parents and children, this includes enhanced Health Visiting, parenting support, support for early language development and the provision of good quality childcare for children from 2-3years old. Our Parenting Services provide groups for parents to attend together with their child, and groups for parents to attend with other parents while we offer a warm and nurturing creche for young children. About the job

In Cardiff, Flying Start childcare is provided in a number of childcare settings. Two of those settings are directly under the leadership of Cardiff Council.

The management of these two quality settings sits within our Parenting Services, who are proud of these two innovative settings that demonstrate quality provision in a caring environment. These are the childcare settings at Shirenewton Gypsy Traveller Site and Willows High School (Twinklestars).

The Childcare & Crèche Coordinator will take on the role of Responsible Individual for the Care Inspectorate Wales; fulfilling the responsibilities for (including monitoring the performance of) the Early Help Flying Start settings at Shirenewton & Twinklestars. Within each setting, there is a Playgroup Leader who will work under the line management and leadership of the successful candidate. The settings have an excellent reputation; the overall assessment in our most recent inspection report for Twinkle Stars read ‘Children benefit from a good range of well-planned and interesting learning experiences. Children are well settled and at ease within the service and build good supportive relationships. The service is well managed by leaders who are organised and have an enthusiastic and positive approach. There is a good ratio of staff to children which ensures that consistent care is provided. The environment provides children with good opportunities to support their development’.

The successful post holder will also line manage, train and deploy creche assistants for creche provision across the Early Help Service, working with Parenting Programme Coordinators to provide quality staffing, for creches that enable parents to access the many parenting programmes on offer. 

We will offer a friendly, supportive work environment that includes regular supervision and training, and an attractive, permanent, 40 week contact (term time plus one week). You have the exciting opportunity to influence the development and growth of the settings; offering an engaging, stimulating service to young children and their families that the team and wider council is proud of. The working hours of this post are 37 per week Monday – Friday (8am – 4pm)

We are looking for an early year's enthusiast who has a passion for work with children and families and to inspire those under their management. A person who can positively respond when faced with challenge or pressure, who is a calm, fair but firm role model to others around them.

The successful candidate will have the ability to embrace the communities in which the settings are based, breaking down barriers to engagement and making all who step over the door feel welcomed, included, and free from judgement.

Successful candidates will have the skills and knowledge necessary to meet or exceed the recommendations for successful CIW inspections and excellent interpersonal skills in order to build and sustain respectful relationships with all stakeholders.

To be considered for the post candidates must have considerable experience of work in an under 5s childcare setting in a supervisory role and hold a L5 (or equivalent) qualification which includes evidence of the following:

  • Leadership within a role
  • Work with families, children and young people
