About The Service

Cardiff Council's Adult Services Commissioning Team have a key role in the purchasing of services and the overall management and monitoring of the services that support adults with Social Care needs, across the Social Services function. Social Services currently purchases approximately £140 million of external services for the citizens of Cardiff.
The key priorities of the Service are:

To provide the highest quality of social services possible
• To integrate health and social services
• Breaking down the barriers, joining up services in the Community and across the Council
• Provide value for money for the Council and the residents of Cardiff as much as possible
The post holder will provide an effective commissioning and contract management support function within Adult Services as part of an overall Contracts and Commissioning Team.

About the job

The Contracts and Service Development Officer will work within the Adult Services Contracts and Commissioning Team.

The role will be responsible for:
• Ensuring that social services commissioning priorities are effectively met through the review and development of professional operating systems/processes and standards.
• Enabling and supporting commissioned providers to achieve compliance with their contractual obligations and service level agreements
• Alongside the Team Manager, leading on quality assurance and the monitoring of meaningful and sustainable outcomes for the delivery of social care by externally commissioned providers
• To be a key contact with key internal and external stakeholders (e.g. Providers, Service Users, Social Workers, Care Inspectorate Wales, Police, Health) to ensure contractual compliance and best outcomes are assured for the residents of Cardiff and the Local Authority.
• Contribute to the achievement of the strategic and operational objectives of the Council and Social Services priorities.

We are looking for an individual who is committed to delivering exceptional public services in Cardiff, and who has experience and knowledge of commissioning and effective delivery of services for Adult Services. The post holder will have experience in contract monitoring and performance management, and an understanding of the health and social care commissioning, procurement and legislation.

The ability to speak other languages, in particular Welsh, and Community Languages would be an advantage.
