About The Service
Rent Smart Wales is the designated Single Licensing Authority for Wales for the private rented sector, this service was established in November 2015 following the implementation of the Housing (Wales) Act 2014 and is hosted by Cardiff Council. The Act places a legal duty on private landlords of rental properties across Wales to register their rental properties. The Act also places a duty on any landlord or agent conducting letting and property management activities at any rental property in Wales to be licensed. In addition to maintaining the register, the determination of licence applications and enforcement of non-compliance, Rent Smart Wales has a responsibility to regulate all licensees.
Rent Smart Wales benefits from web-based systems designed with the user in mind, contact centre telephone technology, and partnership arrangements with the 22 authorities across Wales.
About the job
This role is critical to the success of Rent Smart Wales and is a unique opportunity for you to be at the forefront of driving up standards in the private rented sector. The role of an Enforcement Officer is to ensure compliance with the legislation by all landlords and letting agents, through provision of information, investigating reports of non-compliance, careful caseload management and use of a range of enforcement tools including the issuance of legal notices and prosecution.
The role involves close working with the 22 Local Authorities across Wales and other internal and external agencies. The role may also include work to regulate agents who are licensed with Rent Smart Wales. This will include conducting desk based audits of the licensed agent’s processes to ensure compliance with all relevant legislation and licence conditions; liaising with customers, agents and Rent Smart Wales partners, preparing reports for decision based on findings and attendance at stakeholder meetings and the Residential Property Tribunal, when required.

• an enquiring and investigative mindset
• an understanding of the application of investigative procedures and techniques for dealing with complaints
• the ability to work closely and cooperatively with a range of external organisations
Additional information
Whilst the roles are office based (potentially home working during the current COVID -19 circumstances), travel across Wales will be required.
Holding a full valid driving licence is an essential requirement of the posts.
Work on various sites will be a requirement of the posts.
Work outside normal office hours will be a requirement of the post.
