This is an exciting time to join Cardiff Council’s Development team. We are directly responding to Cardiff’s housing need by implementing a large scale and award-winning new build programme capable of delivering 4,000 new homes and investing significantly in our existing communities. To do this we have a Capital Budget of over £800 million and a development pipeline of over 60 sites. We deliver new council homes, homes for sale and homes for first time buyers available through our First Homes Cardiff scheme, alongside local regeneration and investment projects.

Using innovative solutions, embracing Modern methods of Construction and moving rapidly towards a low-carbon standard we are delivering new homes at scale and pace. We need the right people with development experience to join our team and help deliver our aspirations.  We are passionate about building great homes, creating sustainable communities, and ensuring that high quality green infrastructure, urban design and place-making are at the heart of what we do.

Due to a new vacancy within the team, we are recruiting for an Operational Manager to take forward the Channel View regeneration Scheme. This exciting project is one of the largest estate redevelopment proposals in decades and will provide high-quality, energy efficient and low-carbon new homes for the existing community.

About the job

The successful candidate will complement our existing Senior Development Team and provide strategic direction for the Channel View project. Managing the existing Channel View team (2 officers) and giving us the additional resource and expertise we need at a senior level to ensure our this exciting development project moves forward.                         

The post will oversee the procurement of a development partner – from issue of the tender pack, dealing with clarifications and through to the evaluation of the bids. Once the Developing partner is appointed the successful candidate will manage the construction of phase 1 and the design development, planning submission and grant application, for the future phases of the project along with detailed resident engagement and the delivery of a large package of social value. 

The successful candidate has a real opportunity to help shape our programme of development and ensure that we continue to provide quality homes, make a positive impact within our communities and leave a lasting legacy.

What We Are Looking For From You

The successful candidate will have a strong track record in social housing development and in the management of development officers. You will have a proven track record of successfully delivering new build schemes within robust viability and programming parameters. Having a detailed working knowledge of social housing requirements in Wales, Social Housing Grant application processes and of managing construction contracts is a must. You will be expected to develop Employers Requirement documents, including specifications and have detailed experience of procuring contractors.

You will share our passion and enthusiasm for delivering innovative and exciting projects, creating homes that make a real difference to our residents and in setting new standards for sustainability, place-making and urban design.

You will be experienced at community/resident engagement and in delivering social value at scale.

You must meet the personal specification requirements to give us the skills we need to deliver new build housing projects in line with our projected programme, ensuring that specifications are being met, that quality standards are being adhered to and the contracts are successfully implemented through to project completion and handover.
