Cardiff Council is seeking to recruit a new Operational Manager to lead a newly created Specialist Housing and Support Section.
Cardiff, like many other cities across the United Kingdom is currently trying to adapt to the pressures being felt within the Housing sector. The Specialist Housing Service is facing unprecedented challenges, and we are seeking a candidate that can lead this large and diverse section.
This service provides accommodation, advice, and support to vulnerable groups such as families, young people, older persons, adults with learning disabilities and single people with complex needs.
The service is substantial and has a wide range of residential buildings across its broad portfolio. The services within the section run 24/7 365 days a year.
The service will be expanding further over the coming years to include additional specialist housing schemes.
About the job
The Operational Manager (Specialist Accommodation and Support) will be responsible for the strategic oversight and operational delivery of Cardiff’s Specialist Accommodation and Support Service, including:
• The direct provision of supported and temporary accommodation for individuals, families and young people including those with complex supprt needs.
• Services to the gypsy /traveller community including the mangement of gypsy/ traveller sites
• Delivering regulated supported living services for people with learning disabilities
• The management of older persons accommodation and support services
• Services to address rough sleeping and to support homeless people with complex needs such as co-occuring substance misuse and mental health issues who present with complex behavour.
• Co-ordinating the assessment of the support needs of homeless applicants and the allocation of appropriate accommodaton and suport services.
The postholder will be responsible for of some of the Council’s most complex and high-profile services and will work closely with elected members both on policy development and in addressing local issues.
A focus of this role will be to oversee the future development of the service which will include extensive growth in service provision across all specialist areas.
You will be required to ensure the service meets a wide range of objectives, developing and delivering strategic and operational plans.
Where needed the postholder will respond quickly to develop new schemes within short timescales and in response to evolving and dynamic situations.
The postholder will be responsible for leading partnership activity, with a range of statutory and third sector organisations, to ensure that the needs of the most complex individuals and families are met.
What We Are Looking For From You
We are looking for a candidate that can demonstrates clear leadership skills at a senior level, motivating others to achieve good performance. The post holder will need to have extensive management experience and the ability to lead and support a busy service area.
This is an exciting opportunity, and we are looking for an individual with proven experience of working with people from vulnerable groups often with complex behaviours.
An understanding of the issues faced by people with diverse housing needs will be an advantage.
The role will require the successful candidate to support the Senior Management team with all aspects of the service and wider directorate.
