This is an exciting time to join Cardiff Council’s Development team. We are directly responding to Cardiff’s housing need by implementing a large scale and award-winning new build programme capable of delivering 4,000 new homes and investing significantly in our existing communities. We have a Capital Budget of over £950 million and a development pipeline of over 60 sites. We deliver new council homes, homes for sale and projects including mixed use and community facilities.
Using innovative solutions and moving towards a low-carbon standard we are delivering new homes at scale and pace and we need the right people with development experience to join our team and help deliver our aspirations. We are passionate about building great homes and investing in our communities and ensuring that high quality green infrastructure, urban design and place-making are at the heart of what we do.
Due to retirement, we have an opportunity for an experienced and driven senior development leader to join the team to manage our Second Housing Partnership programme– an innovative delivery programme of over 18 sites, capable of delivering around 2,000 new homes.
About the job
The successful candidate will complement our existing Development team giving us the additional resources and expertise we need at a senior level to ensure our exciting development programme continues to deliver at scale & pace
As an Operational Manager you will lead a dedicated team to deliver our Second Housing Partnership Programme. You will be an integral part of our Senior Management team, helping to shape our programme of development and ensuring that we continue to provide high-quality homes, make a positive impact within our communities and leave a lasting legacy.
You will oversee the delivery of each strategic project at every stage of the process – from design development, master-planning to development of the preferred option through to planning submission, grant application, and on-site delivery.
What We Are Looking For From You
The successful candidate will have a strong track record in social housing development and in the management of development officers, including mentoring.
You will have a proven track record of successfully delivering new build schemes within robust viability and programming parameters. Having a detailed working knowledge of social housing requirements in Wales, Social Housing Grant application processes and of managing construction contracts is a must.
You will be an excellent communicator and effective at working collaboratively with key stakeholders and partner organisations developing strong and effective working relationships.
You will share our passion and enthusiasm for delivering innovative and exciting projects, creating homes that make a real difference to our residents and in setting new standards for sustainability, place-making and urban design.
You must meet the personal specification requirements to give us the skills we need to deliver new build housing projects in line with our projected programme, ensuring that specifications are being met, that quality standards are being adhered to and the contracts are successfully implemented through to project completion and handover.
