About The Service

Cardiff and Vale Regional Partnership Board brings together partners involved in delivering A Healthier Wales from a wide range of health and social care organisations from the statutory, third and independent sectors. This is an exciting opportunity to support the transformation of health and social care services in Cardiff and the Vale of Glamorgan through overseeing the design and delivery of a joint capital programme for the Region.

This ambitious agenda is supported by Welsh Government’s Health and Social Care Integration and Rebalancing Capital Fund and the Housing with Care Funding.

As a Regional Partnership Board, we are developing an RPB Capital programme team to support us deliver the buildings that help us bring more services and support closer to home. The team will oversee the planning and delivery of our 10- year integrated capital strategy.

The team will be hosted by Cardiff Council on behalf of the Regional Partnership Board. It will be led by a Programme Manager and supported by a Project Manager and Project Support Officer. The team will provide strategic and operational support to partners from across organisations to deliver a wide range of capital schemes and projects. The office will also act as the link with the Welsh Government capital team and work as part of our wider RPB team in Cardiff and the Vale of Glamorgan.

About the job

The successful post holder will play a key role in planning, designing and monitoring the capital programme for the range of funding streams that supports the work of the RPB. The post holder will play a crucial role in overseeing and managing the capital budgets for the Region, offering support and advice on project eligibility and the funding process.

You will work alongside teams within the Cardiff and Vale University Health Board, local authorities, the third sector and housing associations to fully understand current and future capital needs and design solutions.

The post holder will manage the financial, performance, monitoring and control process for the region’s capital plan and projects.

What We Are Looking For From You

The post holder will have significant experience and knowledge of managing and implementing cross-organisational capital programmes. A full understanding of the component parts of capital projects and programme management techniques is essential.

The successful candidate will have excellent leadership and communication skills, with a strong track record of working beyond their host organisation alongside our partnership. They will have a proven track record of working in a consultative and engaging environment, with the ability to influence, negotiate and work across teams with different disciplines, including social services, health, housing and regeneration.

This post is temporary until 31/03/2025.
