About The Service
The Performance & Partnerships Team work with customers and partners (internal and external) to support the council’s priorities and outcomes for citizens. We provide a consistent performance structure and framework that enables appropriate support to
directorates to drive improvement and generate evidence to demonstrate this.
The services provided includes a wide range of collection, interpretation and analysis of primary and secondary data, including demographic, socio-economic and Census data, as well as carrying out specialised studies, research and consultation projects.
About the job
The job will be supporting the Performance and Insight team to improve, analyse and report on the Council's data, that is required to provide the best service to its citizens.
The role will assist the Performance & Insight Team deliver the Council’s Planning and Performance Framework by:
• Data Cleansing and updating data on various source systems with known data quality issues.
• Ensuring that relevant performance information is routinely collected and clearly presented to support decision making.
• Routinely reviewing corporate and directorate performance data.
• Improving the presentation of Council and partnership data using data visualisation software, such as Power BI.
• Undertaking a systematic approach to reviewing and enhancing data presentation.
• Collecting, manipulating and analysing a wide variety of complex data.
• Developing effective working relationships with partner organisations to jointly address data challenges.
• Exploring and developing trend forecasting methodologies to identify longer-term trends.
What We Are Looking For From You
Cardiff Council are looking for a person who has an attention to detail to enable the production of high quality written work, who is self-motivated and able to work both independently and as part of a team and has a commitment to the Council’s Equal Opportunities Policy.
They will have the ability to analyse and summarise complex documents and data, knowledge and experience of manipulating data and research sources and excellent ability to manipulate and present data effectively in Excel. They will have excellent communication skills, both written and oral and a high level of interpersonal skills.
They will have the ability to use data visualisation software, such as Power BI and be competent in the use of IT including Microsoft Word, Excel, Outlook and PowerPoint, websites.
They can show evidence of understanding of a strategic policy and partnership framework and effective governance arrangements plus evidence of policy preparation in relation to corporate and community planning and/or strategic planning. Additionally they will show evidence of knowledge and understanding of effective performance management.
They will have political sensitivity and the ability to work closely with Elected Members, Chief Executive, Corporate Directors and other Senior Managers, and have the ability to think strategically, innovatively and to be proactive.
They will have experience of undertaking primary and secondary research on strategic issues, experience of analysing complex data sources and presenting information in an easy-to-understand format and experience of policy preparation including the development of strategies, reports and briefings. Additionally they will have experience of effective partnership working within the public and third sector.
They will have experience of performance planning and objective setting, experience of working with Senior Managers and Elected Members and experience of producing research reports which identify key findings and trends.
