We have an exciting opportunity to join our award-winning Strategy & Development Team hosted by Cardiff Council. The Senior Strategy and Development Officer main focus will be developing, maintaining and managing the delivery of well-being policy (community benefits and social value, carbon reduction, fair work, and foundational economy procurement), including where appropriate methodology, documentation, guidance and training for Ardal Councils. The post holder will be required to support Senior Managers across Ardal Councils and our operational Category Management Teams to maximise the delivery of well-being through Ardal’s procurement activity.
What We Are Looking For From You
We are looking to appoint a self-motivated individual who ideally will have procurement experience gained primarily from the public sector, although this is not essential. The Post Holder will be given the necessary management, training and team support, flexible working, peer review and skill sharing to enable them to successfully undertake their role and develop professionally.
The Post Holder will require excellent communication skills and be able to demonstrate they can meet the requirements and experience detailed in the Person Specification. The main responsibilities and requirements of the role include:
• Developing, implementing and managing the delivery of procurement well-being policy (community benefits and social value, carbon reduction, fair work, and foundational economy procurement), including where appropriate methodology, documentation, guidance and training for Ardal* Councils.
*Ardal is the name for the procurement service run by Cardiff Council delivering procurement services to Monmouthshire, Torfaen and the Vale of Glamorgan Councils
• Supporting Category Teams and Services to incorporate procurement well-being policy requirements into tender process, support tender evaluation and monitor delivery and impact.
• Developing and delivering procurement well-being policy education and training to Council staff, suppliers and contractors and other stakeholders.
• Overseeing and co-ordinating the delivery of community benefit and social value commitments by working with contract managers, suppliers and contractors, category teams and various Council teams who can benefit and support delivery of community benefit and social value commitments.
• Reporting on the delivery of community benefits and social value commitments including publication of case studies.
• Undertaking research on a range of procurement related matters in order to support the development of procurement well-being policies and procedures.
• Leading the development of online education, guidance and training resources, and communications for all aspects of the procurement cycle and policy implementation.
