About The Service

The School Organisation Programme (SOP) Team within the Education Directorate is responsible for the effective planning and delivery of high quality school places in Cardiff, including the £284m 21st Century School Programme.

The team drives a high profile change programme and is responsible for planning and managing the organisation of schools and the establishment of new schools across the city. In addition, the team is responsible for large capital budgets relating to large-scale asset renewal and health and safety projects to ensure the health and safety of Education staff, users and pupils of our wide portfolio of education facilities across Cardiff.

All work undertaken by the team directly relates to the improvement of teaching and learning in schools, and continues to adapt to changes in curriculum and technology, for the advancement of learning opportunities across the education.

About the job

This is a key post responsible for driving the performance of the School Organisation Programme (SOP) through ensuring appropriate tools and relationships are developed and used by the wider programme team and the programme governance arrangements are managed effectively to ensure local and national investment priorities are achieved.

We are looking for a person that can successfully identify and develop a core set of indicators and map the wealth of benefits of this multi million pound investment programme to support the monitoring and management of impact across the wider programme. 

A key part of role will be the development and implementation of consultation with stakeholders regarding post occupancy assessment and customer satisfactory with children and young people considered key participants in this process.  We want to know and be able to clearly illustrate what impact this large capital investment is having and how it makes a difference to the children and young people of Cardiff.

The post holder will engage with colleagues within the Education and Lifelong Learning Directorate and across the Council taking a coherent and collaborative approach to the implementation of the School Organisation Programme ensuring two way communication and sharing of relevant information at the appropriate points to maximise opportunities for mutual gain and maximising impact. 

What We Are Looking For From You

To do this job you will have experience of driving complex projects and/or programmes through performance management and managing the benefits realisation process.  You will be able to demonstrate the ability to bring evidence together and draw conclusions in clear reports to inform effective decision making. You will also have demonstrated skills in developing effective programme outcomes with performance measures and KPIs.

This is a rewarding and challenging role where you must have good communication and organisational skills with a firm commitment to meeting customer needs. This position requires the ability to meet multiple deadlines and enable the SOP Teams to achieve corporate priorities.

You will need to be confident in your ability to proactively engage with a wide range of stakeholders including involving children and young people.  You will need to be able to present to large groups of stakeholders and have a good understanding of the various legislation and guidance specific to School Organisation and investment in Education infrastructure in the Welsh context and/or be willing to develop this swiftly in post.

Proficiency in using IT, in particular use and manipulation of spreadsheets, databases and word processing including using IT to support and present interpretation and analysis of complex information is essential.
