The Cardiff and Vale Pension Fund is looking for a Systems Manager. The successful candidate will be the lead IT Technical Officer and key adviser, being responsible for a programme of projects, identifying and implementing system requirements, and technical support to ensure compliance with LGPS Regulations. You will proactively identify and respond to industry legislation, regulations, and guidance changes.
Cardiff Council is the Administering Authority for the Cardiff and Vale Pension Fund. The pension administration service is administered in-house. There are currently 42 employers in the Cardiff and Vale Pension Fund, including the council, which is the largest employer.
About the job
You will be the lead IT technical expert for the Cardiff & Vale of Glamorgan Pension Fund and responsible for running daily operations of the systems technical team and developing and maintaining all aspects of the pension administration system (Altair). You will capture, investigate and resolve system and data issues to ensure that a high-quality service is being provided. You will handle complex pension legislation changes and translate this into working practice, advising the Pensions Administration Manager and implementing service improvements.
This is a key and influential position in the Pensions Department that helps ensure our members and other stakeholders get their correct benefits and questions answered in a timely manner.
You will lead, develop and motivate the team to ensure effective delivery of excellent support services through the provision of secure robust systems, data improvement initiatives and production of bespoke reporting for the Fund’s 45,000 members and 42 employers.
You will manage the resolution of complex high-profile incidents and system upgrades, liaising with software providers, IT and regulatory bodies. Provide advice and support to Senior Management.

- Relevant IT qualification or substantial relevant experience.
- The ability to evaluate issues and challenges effectively to create and deliver solutions that improve processes and attitudes within a team environment, including logical thinking and problem-solving skills.
- The ability to take the lead on complex changes providing a range of solutions.
- Significant knowledge and understanding of strategic IT issues.
- To encourage best practice within the team, taking ownership of issues and suggesting improvements to workflows.
- To support team members with less experience, nurturing their development.
- Excellent communication skills, written and oral, including well developed report writing.
- To be confident and comfortable in implementing and driving change in a team within a dynamic work environment to deliver results.
- To embrace change and see it as an opportunity, not a threat.
- An awareness of risks within the immediate work area and understanding contingencies in place.
