About The Service

The Into Work Advice Service provides support to people who are actively seeking employment or looking to upskill; the team is able to offer employment support and intensive mentoring through externally funded projects, volunteering opportunities and access to free work skills training.

The service has recently been successful in securing funding from the Construction Industry Training Board, to establish an Onsite Construction Academy which will offer essential training and construction experience to jobseekers and construction diploma students across South East Wales.

The Construction Academy will help to tackle the skills gap within the construction industry and will offer training, employment and apprenticeship opportunities over the 3 year project lifespan. The initiative will encourage more people to consider construction as a career, including individuals from under-represented groups in the industry.

About the job

The Assistant Into Work Manager (Skills Hub) will have lead responsibility for the Onsite Construction Academy South East Wales, including managing the different funding streams attached to the 3 year project, and ensuring project targets are met.

The role will be instrumental in working with the Local Authority’s Procurement team, SEWSCAP Framework, Cardiff & Vale College and other training providers to ensure effective pathways are created for learners and jobseekers.

The post will work closely with the Youth, Adult and Gateway Managers of the Into Work Service, along with Employment Managers in other Local Authorities, across the region to ensure direct access for customers to the Academy, creating robust referral mechanisms to the project.

The Assistant Into Work Manager will have lead responsibility for developing methods to target and promote employment services through recruiting, negotiating and liaising with local employers, and will work to support new businesses coming in to the city.

The role will support the Into Work Manager to lead the service with a strategic direction and ensure actions fit into the Local Authority, Cardiff Commitment, City Deal, Welsh Government and external funding provider’s priorities.

The Assistant Into Work Manager will need to work strategically with employers and organisations who offer Community Benefits, to act as a brokerage support to assist Into Work customers access greater opportunities, including guaranteed interviews, work placements and job vacancies.

What We Are Looking For From You

Experience of managing an employment service, including experience of managing other line managers.

Previous experience of implementing a new service, even when contentious and complex.

Excellent knowledge and proven experience of the wide range of employability support, careers advice and guidance available to jobseekers and employers; including understanding of employment support programmes and participant progression.

Experience in negotiating and coordinating employment support opportunities for organisations in various sectors

Ability to develop a creative and collaborative approach to providing work placements, volunteering, traineeships, apprenticeships and other employability supporting opportunities.

Experience in sourcing new employment opportunities and being aware of current local market labour trends.

Understanding of the economy and how to identify opportunities that support recruitment into growth sectors.

Proven experience of creating high quality reports and demonstrates the ability to develop productive relationships across a wide range of stakeholders.

Additional information

The post will be required to work from a number of different locations, including the Onsite Construction Academy, and Community Hub buildings.
