Our Bilingual Cardiff Team is looking to employ a Policy Officer based at County Hall, Atlantic Wharf CARDIFF CF10 4UW
Bilingual Cardiff leads on the development of a truly bilingual Cardiff where everyone in the capital can benefit from services and support in either Welsh or English. The number of Welsh speakers in Cardiff has doubled over the past 25 years, and Cardiff is an increasingly bilingual city. As a local authority, we are working with companies in the private and third sector as part of the wider ‘Bilingual Cardiff’ strategy aimed at promoting and supporting the Welsh language in Cardiff. The aim of this new and innovative way of working is to bring down the barriers between the Welsh and English languages, promote bilingualism as something completely natural, and ensure that the Council’s vision of creating a ‘bilingual Cardiff’ is realised.
About the job
In this Policy Officer role you will support our service and will learn to:
1. Support the Bilingual Cardiff Business Manager in delivering the city-wide, multi-agency Bilingual Cardiff Strategy Action Plan 2022-27.
2. Offer advice on matters relating to the statutory Welsh Language Standards (Welsh Language [Wales] Measure 2011), Welsh Language Policies and the Bilingual Cardiff agenda.
3. Support the Bilingual Cardiff Business Manager in implementing the Welsh Language Standards across the Council and raising awareness of these Standards to ensure all staff and directorates are aware of their obligations under Welsh language legislation.
4. Prepare advice and support to all staff, managers, elected members, and third parties on how the council's language policies relate with their areas of responsibility. Provide advice and support for any other member of staff, the public and external organisations on all matters relating to the Welsh language.
5. Assist in the development and coordination of policies and strategies to facilitate and promote the Welsh language / Welsh Language Standards in order to raise corporate awareness of the Council’s statutory obligations and ensure that staff comply with the standards and that bilingual service provision is enhanced.
6. Deal with any other Welsh language matters that may arise, including Welsh Language Commissioner investigations, as required.
7. Support the Bilingual Cardiff Business Manager with the administration of the Cross-Party Bilingual Cardiff Member Group and any other relevant meetings as and when required.
8. Represent the Council in relevant internal and external meetings (e.g. Bilingual Cardiff Partners Forum, Welsh in Education Forum etc)
The successful applicant will assist the Head of Bilingual Cardiff and the Bilingual Cardiff Business Manager and provide support and guidance to Cardiff Council Managers and Staff to ensure the Council meets its statutory duties under The Welsh Language (Wales) Measure 2011. This role will contribute to every aspect of the Council’s statutory duties including supporting the implementation of the Bilingual Cardiff Strategy to ensure we are achieving our vision to create a truly bilingual Cardiff.
The ability to work under pressure and to complete tasks within their agreed timeframes is essential for this role as is the ability to work and communicate to a high-level in both Welsh and English.
We are moving to a hybrid model of working which will feature office based and online homeworking working and you will be encouraged to develop the skills to support this. Where homeworking is required, you will be given the necessary equipment but you will need to arrange your own internet connectivity.
