The Adult, Housing and Communities Directorate within Cardiff Council plays an important role in the vibrancy of the city and is committed to the communities it serves. The Directorate has ambitious house building schemes and a significant housing stock which is set to exceed 14,000 homes in the very near future.
About the job
The post is within the Building Improvement Unit (B.I.U) which plays a key role in delivering major capital schemes, ensuring all statutory compliance as well as associated procurement and strategic contract management.
The Finance and Contracts Manager will be responsible for:
- The management of the Quality & Finance and Project Management teams within the BIU.
- To be responsible for the sourcing strategy and the procurement of suitable contractual arrangements for building maintenance services in line with both Council and legislative requirements.
- Ensuring that performance monitoring of the full suite of these contractual
- arrangements is carried out, to ensure the delivery of a high-quality service.
- To manage and monitor budgets, ensuring that payments are made promptly and correctly.
- Provide statistical information in relation to the work completed by contractors, in house teams and provide reports as required for senior management.
- To ensure effective contract management of appointed contractors to include regular strategic meetings and provide up to date information and performance data so as all contractual requirements are fulfilled.
- Recording of community benefits which must be delivered via the procured frameworks.

What We Are Looking For From You
We are looking for an experienced and highly motivated individual who can manage this busy, varied, and growing area.
You will have a proven track record of working in a social housing environment in a similar complex area and be able to manage multiple priorities. You will need a good understanding of finance and procurement, be able to work with external partners and to present complex data to service users and senior management.
