As a long-term endeavour, the Cardiff Capital Region is built on a functional economic geography that is constantly adapting to tackle the big industrial, public policy and societal challenges of the day. The impact of Covid-19, resultant economic recession, EU Exit, and the climate crisis all call for a more distinctive approach to solving the productivity/low growth puzzle. The evolution of the region from single programme-City Deal, to a multi-partner, multi-programme Capital City Region, offers significant opportunities for a new, more effective and ambitious type of regional public investment.

Our Economic and Industrial Growth Plan prioritises strong infrastructure as a key means of connecting and cohering the region’s growth and development. Bringing together a range of disciplines and initiatives from local metro schemes, comprehensive re-development of the national transport hub, to oversight of strategic funds and programmes for housing, premises, energy, and digital infrastructure – the role bonds our ambition for a Connected, Competitive and Resilient Region. Whilst the scope and scale of schemes and programmes is significant, it is matched by the underpinning partnerships and collaborations needed to make infrastructure investment work optimally. Driving forward these plans will therefore require board level operating skills with the requirement to build and maintain strong connections and relationships with key stakeholders across local, national, and regional government. This will be particularly important as CCR accelerates it proposals for ‘levelling-up’ and ensuring the region is equipped to compete and flourish; and, as the region begins the journey of morphing from City Deal to City Region.

About the job

Working with the Homes for the Region Programme Manager, along with regional and local partners in developing the wider infrastructure functions, particularly regarding Housing and Strategic Premises.   Primary focus of the role will be the facilitation of the Housing Viability Gap Fund, a £35m fund aimed at unlocking stalled residential sites across the region and delivering up to 2,600 new homes.

The role of Housing Viability Gap Fund Project Officer requires good project management skills. You’ll be at the forefront of symbolising mind-set shift, exercising values-led leadership and bringing forward and developing the kind of impactful infrastructure propositions that must be capable of not just hitting targets – but changing real lives. You’ll need to be a self-starter; constantly demonstrate the ability to adjust and adapt and be resilient in the face of complexity and challenge. Curiosity will be a key characteristic, as well as the conviction and courage to always do the right things and not the easy things, led by your desire to always act in line with purpose.
