About The Service
The Into Work Advice Service provides support to people who are actively seeking employment or looking to upskill. The team is able to offer support and intensive mentoring through externally funded project and volunteering opportunities.
The Employer Liaison Team, which is part of the Into Work Advice Service, provide local businesses with a complete pre-employment package. The team is able to match suitable and skilled jobseekers to job opportunities with the local businesses. The Into Work Social Change Officer sits within the Employer Liaison team in a strategic and line-management capacity.
About the job
An exciting opportunity has arisen for a committed individual with knowledge of social value in a procurement setting to join the Into Work Advice Service team (Employer Liaison).
The role will involve engaging with suppliers in Cardiff across all sectors to broker, pursue and realise social value delivery. Through social value we aim to generate maximum opportunities for jobseekers and low paid, low skilled employees in Cardiff.
The post-holder will work closely with the Employer Liaison team, the wider Into Work Advice Service, the CITB Onsite Construction Academy, Procurement and Commissioning and the Cardiff Commitment to build intelligence on opportunities created through social value commitments, including through the TOMS social value framework, and to identify individuals, groups and communities who can benefit through their delivery.
We are looking to recruit a person that has an understanding or is willing to quickly learn the procurement process to both broker and challenge suppliers in the delivery of social value.
What We Are Looking For From You
The successful candidate will be able to demonstrate knowledge of social value commitments/ community benefits in a procurement setting. An understanding of barriers to employment for job seekers and disadvantaged communities is desirable.
The candidate should be able to evidence experience of working across multiple teams and departments utilising a coordinated approach and participating in high level meetings with a range of stakeholders. Strong negotiating and influencing skills are essential for the role.
Additionally, the successful candidate will have excellent communication and organisation skills, being able to work with and understand the needs of both suppliers and vulnerable people. You will need to be able to multi-task, take ownership of issues and be IT literate in most Microsoft packages.
Additional information
The post holder will be required to work on hybrid basis including working from home and from various Council premises.
This post is temporary until 31st March 2024.
