An exciting opportunity has risen to join the Strategy, Quality and Commissioning area of Adult Services. The posts specifically focus on Market Engagement and Management within the Domiciliary Care and Care Home sectors to support the delivery of Cardiff Council’s statutory duties under the Social Services and Wellbeing (Wales) Act (2014). Successful candidates will join a small and supportive team of experienced and knowledgeable commissioning and contract management staff whilst benefiting from being part of a larger vibrant and innovative Adult Services Directorate.
About the job
The successful candidate will be required to have a focus on developing the locality model for domiciliary care to ensure sufficiency and sustainability in the care market to support citizens who require care and support to remain at home for longer. The emphasis will be on developing a positive partnership approach between Adult Services and commissioned providers in the localities, bringing together providers into a managed network to share information, good practice, learning and resources wherever possible.
The post also includes work to support the reshaping of the local care home market so that it is best placed to support the changing needs of citizens who require care and support in a residential setting. Postholders will need to demonstrate their commitment to working in partnership with care home providers to improve quality and promote market stability.
Establishing close working relationships with colleagues in other areas of Cardiff Council is crucial for sharing information on provider issues and working collaboratively to identify opportunities to support improvements and promote effective provider engagement.
The collation and analysis of data to provide supporting information, identify themes, trends and areas of concern to be addressed will also play a key part of the role.
What We Are Looking For From You
The successful candidate will be enthusiastic with good communication skills and the ability to engage and collaborate with a range of stakeholders.
You will possess competent IT skills to support effective data collation and analysis and you will be able to present information in an engaging manner.
You will have the ability to identify and assess potential risks related to market management and identify possible solutions to these, whether this be for individual stakeholders or market wide.
You will have a working knowledge and understanding of the Social Services and Well Being (Wales) Act (2014) and must be educated to at least GCSE level or equivalent. Ideally, you will also have an understanding of the social care market and experience of working in Adult Services, but this is not essential. You may occasionally be required to work outside office hours from time to time.
The ability to speak other languages, in particular Welsh, and Community Languages would be an advantage.

The role supports an agile, hybrid working approach with some home working, face to face work in the community and in provider settings and a small amount of time in the office as required.
