As a long-term endeavour, the Cardiff Capital Region (CCR) is built on a functional economic geography, covering the ten Local Authorities of South-East Wales, that is constantly adapting to tackle the big industrial, public policy and societal challenges of the day. Our newly revised Economic and Industrial Growth Plan prioritizes several sectors and activities that can best help the Region demonstrate sustainable and inclusive growth over the long-term. The evolution of the region from single programme-City Deal to a multi-partner, multi-programme Capital City Region, offers significant opportunities for a new, more effective, and ambitious type of regional public investment. As a pioneer region in this rapidly changing landscape, we want to ensure CCR is intensifying its innovation and R&D credentials as a key means of ‘levelling-up’ and supporting sustainable and resilient economic recovery and revival. To stimulate the private sector investment required to generate additional jobs resulting in growth of vibrant and resilient communities and in Gross Value Added (GVA), the Northern Valleys Initiative (NVI) will be targeted in six local authority areas that border the A465. It will focus on: Sites and Premises, it will improve Digital Connectivity and it will explore opportunities to expand tourism. Projects within the programme will be focused on de-risking and therefore increasing the probability of other forms of investment both private and public.
About the job
Reporting to the Programme Manager, the Northern Valleys Programme Change Manager will focus on the delivery and the measurement of the programme’s impact / benefit. The role will be responsible for:
- Developing and working with each of the local authority stakeholders to produce and maintain the Benefits Realisation Plan supporting the delivery of the £50m Programme Vision.
- Assessing and developing individual benefits cases for candidate projects.
- Supporting the development of sound investment and business cases for each project within the programme focused on the delivery of benefit.
- Developing and managing the ‘learning from experience’ processes within the programme.
- Supporting and helping mentor a team of project managers in their identification of projects that are capable of delivery the impact required.
- Deputising for the Programme Manager.
Operating within a Managing Successful Programme (MSP) framework, the role presents an opportunity to help develop a ‘first of its kind’ approach to the delivery of an innovative programme focused on the delivery of prosperity in an area with significant economic challenges.
What We Are Looking For From You
We are looking for a confident self-starter who has a knowledge of project and programme management processes who is willing to think laterally and solve problems in a complex environment.
The successful individual must be able to communicate effectively both verbally and in written work.
The role is ideal for someone that has established a competency in the delivery of projects, a project management qualification and some experience in MSP programme delivery and wants to develop a track record in the delivery of a complex programme.
Knowledge in the management of benefits within a project / programme is essential.
A successful candidate must be able to make evidence-based decisions based on the requirements of the programme in the absence of the Programme Manager.
This vacancy incorporates a combination of office, home-based and working in Local Authority locations around the region. The offices are based near Cardiff's City Centre in Cardiff University’s new Sbarc|Spark Building which includes SPARK, the world’s first social sciences research park plus a hub for innovation, startups, and spinouts.
A driving licence and access to a vehicle is essential as there will be business travel within the Region.
