About The Service

As the Service innovation & Performance Manager within the Planning, Transport and Environment (PTE) Directorate you will play a leading role in delivering, leading and ensuring that Service Innovation approach is full embedded into the policy and performance of the PTE Directorate and with wider corporate partnerships. working closely with our teams in sustainable transport, planning, public services and city stakeholders.

PTE is responsible for- Transport, Planning, Energy, Highways and Bereavement Services- all of which are essential to the effective functioning of the city and will play a leading role in tackling the Service Innovation & Performance and delivering a very key objective/policy.

You will be working for one of the largest employers in Wales, joining an experienced and motivated group of Officers within the PTE Business Team Service as part of the PTE Directorate. As a Team we are passionate about making a positive difference, supporting communities and neighbourhoods, and achieving real outcomes on the ground.

About the job

You will work with Senior Managers across the service areas- who lead on issues including in transport, energy, highways- to ensure a joined-up approach to delivering the council’s priorities

The post is directly responsible for defining, leading and ensuring that Service Innovation approach is full embedded into the policy and performance of the PTE Directorate and with wider corporate partnerships. This will require a full awareness of all the policy and performance initiatives in the directorate and council and to ensure that the PTE approach is fully integrated, aligned and delivered with best practice in terms of digitalisation, wellbeing, and service innovation best practice. This post will play a leading role in developing this agenda in the directorate and corporately.

Leadership and management of the PTE Business Team including finance, performance and administration. To ensure alignment with sustainable and service innovation principals, has a robust performance management framework in place and that high analysis/advice is provided to senior management and members for decision making and policy development.

To work closely with the Director and Senior Managers on developing policies/strategies and delivery plans across the directorate.

To engage closely with corporate policy leads to ensure full directorate alignment.

Lead, manage and support the finance team providing effective monitoring and control processes to assist the Director in budgetary responsibility of revenue/capital income and expenditure. Directorate revenue net budget totals £6m (£53m expenditure/ £47m income) and capital programme totals £58m.

Directly responsible for the team budget of £1.5m in staff costs and misc. items relating to generic directorate support, software costs etc.

Ensure co-ordination of grant information for WG and other external bodies approximately £30m per annum.

Ensure that sustainable, innovative, digital, and agile working principles are fully embedded in directorate daily working practice creating a ‘green organization’.

Develop business cases for opportunities, capital investment/investment review board, grants etc.

What We Are Looking For From You

We are looking for the candidate who understands the wider picture, gets the urgency and key priorities within the service innovation agenda. A candidate who can develop policies and strategies but also is able to engage with people across the council and partners to share their enthusiasm and vision for doing things better.

It is essential that you have experience in delivering strategic policy development, performance management, corporate governance, stakeholder management, can write for a range of audiences. Some who is very organised, who can bring people together to work to deliver key objectives.

You will need excellent management skills in effectively maximising the contributions and supporting the continued development of a talented and dedicated team of experienced officers.

You will also need to recognise the importance of working with our key partners and customers and have demonstrable experience of successfully delivering organisational priorities in the public, private or voluntary sector.
