Cardiff Council has a property portfolio valued at £1.2 billion comprising both operational and investment properties.
The Strategic Estates Department manage the portfolio and this is an exciting opportunity for a commercially minded and experienced Chartered Surveyor to lead a team involved with the delivery of significant strategic projects.

What We Are Looking For From You
Duties and Responsibilities
Job Specific
To lead on estates matters pertaining to relevant Strategic Projects to include: due diligence, negotiations, governance, budgets and delivery, in a timely and cost effective manner. To include management of team of officers and allocation of human resource as necessary.
To provide the technical estates and property advice to Major Projects team, where support is required throughout delivery of relevant schemes and projects.
To commission and manage as necessary, the procurement of external advisers and on-going engagement with external stakeholders required to deliver projects and manage related budgets.
To lead on estates issues in liaison with the Education Department in the strategic delivery of the 21st Century Schools Programme working with the Programme Director and other officers. This will include advice and management of relevant acquisitions, due diligence, negotiations, asset management, project management and any other property advice required.
To lead on the strategic review of the non-operational portfolio and provide the relevant support for the creation of the Five Year Property Strategy and provide regular updates for the Annual Property Plan.
To oversee the day to day management of the non-operational portfolio estates functions to include landlord and tenant, asset management leading to disposals and ensure the non-commercial and community assets are managed effectively.
To manage the Council annual asset valuation and be the signatory through the Valuer Registration status
To manage the regeneration of Cardiff Market and oversee the team delivering the day to day management.
