A temporary opportunity has arisen to join the management team of the Recovery Section within Revenue Services, covering a period of maternity leave between January and October 2025.

The Recovery Section is responsible for the recovery of unpaid Council Tax, Business Rates, Parking Fines, Moving Traffic Offences and Sundry Debts, assessing the best way forward to recover arrears, unpaid fines and unpaid invoices. 

The successful candidate will oversee the recovery processes, reviewing targets and deadlines, and monitoring progress as the role of the Section is critical to Council’s budget strategy.

About the job

The successful candidate will fill the role of a Recovery Officer, jointly responsible for managing a large team of Recovery Assistants, Senior Recovery Assistants and Income Recovery Assistants ensuring that recovery work is allocated, completed and monitored to ensure compliance with regulations and departmental procedures, ensuring that daily/weekly/monthly targets are met.

The role will involve liaison with internal Service Areas and external organisations such as the CAB, Cadwyn, insolvency practitioners, solicitors and a variety of debt advice providers.

We currently operate a hybrid working model from County Hall in Cardiff Bay. This post will require office attendance at least twice a week or as often as work demands require. This is key to the role and is an essential requirement.

What We Are Looking For From You

The ability to manage and support a team of Recovery and Income Recovery Assistants to ensure performance targets are met and quality standards are maintained.

You will be an effective leader and communicator with excellent organisational and decision-making skills.

You must be able to demonstrate an assertive and sensitive approach to situations where you will be expected to provide effective guidance on often complex and sensitive cases.

You should possess excellent IT skills, as you will support a range of systems necessary for administering day to day tasks.

Experience of SAP and Excel would be advantageous.

You must have a totally flexible approach to your work and be able to react to work prioritisation quickly and effectively. Office attendance is a regular requirement of this role – availability to cover colleagues in the office may be required at short notice – therefore flexibility is a key requirement.

You should be a highly motivated individual with the drive and ambition to succeed in a challenging role. You must be able to build and maintain working relationships with internal Council departments and external agencies and support the Income and Recovery Manager in reaching set collection targets that are necessary to the Council in fulfilling its budget obligations.

You must be educated to at least GCSE standard in five or more subjects.

Experience of working within a debt recovery environment is essential – as this role is to cover period of maternity leave it will require experience and the ability to fulfil the duties of the role in a timely fashion.

You should be able to demonstrate an ability to problem solve and be committed to meeting deadlines and targets.
