Ardal is a new procurement service established by Cardiff Council to deliver the shared service for our collaborative procurement partnership with Monmouthshire County Council, Torfaen County Borough Council and the Vale of Glamorgan Council.
With a combined annual spend of over £1 billion, Ardal will harness the skills and knowledge across the four Councils to deliver socially responsible public procurement.
Ardal is also the new home for our successful regional procurement frameworks – SEWSCAP, SEWH and SEWTAPS.
About the job
We have an exciting opportunity for an experienced procurement professional to join our award-winning procurement team managed by Cardiff Council.
As Senior Category Manager you will be responsible for:
• Managing our five category teams and assigned spend category areas, namely:
• Social Care & Community Services
• Corporate & Transport
• ICT & Professional Services
• Buildings & Estates
• Highways, Waste & Parks
• Managing the delivery of three regional collaborative frameworks (SEWSCAP, SEWH and SEWTAPS). It should be anticipated that the number of collaborative frameworks supported could increase.
• Proving technical procurement advice and support to our category teams and service colleagues across Cardiff Council and our partners to develop solutions which meet business needs whilst complying with legislative requirements.
• Championing the application of category management and developing, delivering and implementing category specific sourcing strategies in order to achieve cost savings, quality improvements and support delivery of wider objectives.
• Working to ensure that all procurement activity supports the delivery of the Council’s Socially Responsible Procurement Strategy (2022-2027), wider Council policy objectives and UK and Welsh legislation.
• Acting as deputy when the Head of Commissioning and Procurement is absent and as a key member of the management team, the post holder will be expected to play a key role in developing the commissioning and procurement service.
• Acting as the key relationship manager with relevant service areas across Cardiff and its partners and support them in the development of sourcing strategies to ensure they are aligned to corporate priorities and objectives and encourage the concept of both internal and external partnership working.
• Working in a collaborative manner with service colleagues and maintain a constant scrutiny of best value and value for money and supporting the effective delivery of the socially responsible procurement strategy, policies and processes.
What We Are Looking For From You
We are looking to appoint a self-motivated individual who will have extensive procurement practitioner experience preferably gained within the public sector although this is not essential.
This experience could be across a broad range of spend categories but experience in construction would be desirable.
You will be required to have strong technical procurement knowledge and skills and be able to apply the public procurement regulations to develop and deliver service requirements.
The role will be for an enthusiastic individual with excellent communication skills and who can demonstrate the requirements and experience detailed in the Person Specification.
