About The Service

Cardiff Parenting 0-18 is part of Cardiff Council’s Early Help Services, available to all families living across Cardiff with a child or young person under 18.  Cardiff Parenting 0-18 is grant funded by Welsh Government and complements the parenting services offered in Flying Start areas of Cardiff.  Within Cardiff Parenting 0-18, both group programmes and individual programmes are available.  Collectively, the Parenting Services are led by a Senior Educational Psychologist.

Parents First is the psychology-led parenting service within Cardiff Parenting 0-18.  The service offers bespoke, individualised parenting support to families which is informed by psychology.  Casework is formulated between the Home Liaison Officer and Educational Psychologist.

Parents First is led by two Specialist Educational Psychologists who manage, train and supervise the work of Home Liaison Officers.  Home Liaison Officers work with parents individually in their home or local community venues to facilitate change in the areas identified and prioritised by parents themselves.

Parents First is a supportive; committed and enthusiastic team with a broad range of experience. A carefully planned induction and regular supervision and support is provided.  The service is in a period of growth and development and excellent CPD opportunities are available.

About the job

We are seeking to appoint a Senior Home Liaison Officer.  We currently have 4 Senior Home Liaison Officers in post who:

  • implement a psychology led home-based parenting programme for the parents of infants, children and young people aged 0-18yrs, across the City, by carrying out and supervising time-limited and targeted interventions formulated by the Specialist Educational Psychologist.
  • provide direct line management to Home Liaison Officers

This additional post has specific responsibility to coordinate the delivery of bespoke packages of support to parents and carers who have agreed to engage in tailored 1:1 parenting support in conjunction with an out of court disposal.  You can learn more about the remit of out of court parenting support here:

The role requires the post-holder to:

  • Deliver quality positive parenting interventions within the home, which are informed by psychological evidence-based practices that nurture and support parenting capacity to promote the development, learning and wellbeing of children/young people across the City.
  • To deploy, supervise, mentor, train and contribute to recruitment of the Home Liaison Officers (HLO’s) within the team.
  • Monitor and record referrals, waiting lists, and performance data and recommend action to address any variance across areas. This will include receiving and processing referrals from Police.
  • Provide monitoring feedback to the police, Welsh Government and the local authority as appropriate; regarding referrals that are made to the service as a condition of an out of court disposal.
  • Provide regular, timetabled reflective supervisions to HLOs to monitor HLO workloads
  • Encourage positive family interactions and secure relationships within families.
  • Offer support and debriefing to colleagues following stressful family contacts.
  • Maintain up to date and confidential records of interventions, programmes and casework electronically and draft reports, which summarise interventions, assessments and evaluations.
  • Develop and maintain effective relationships with customers and key stakeholders (including Police, Youth Offending Teams and the Local Authority) through consultation and collaborative working, both internally and externally.
  • Deliver group parenting programmes in accordance with the needs of the service.

What We Are Looking For From You

The successful candidate will demonstrate:
•    In-depth knowledge of the developmental needs of children and/or young people.
•    In-depth knowledge of different perspectives, approaches and schools of thought with regards to positive parenting, enhancing secure relationships in families and the impact on child development.
•    Significant experience of using your knowledge, skills and judgement to plan, carry out and complete parenting interventions with families to implement change for yourself and others with a level of independence.
•    Able to lead on projects and work both independently and collaboratively as part of a team.

The posts are 37 hours per week.  This would ideally be worked the Monday – Friday working week, in order to provide home visits to families.  Some flexibility will be required in order to meet the needs of working families, who may require a visit in the early evening.
