About The Service

ICT is part of the Council’s Customer and Digital Services Directorate.

Its primary functions are:
• to provide high quality IT systems, support and maintenance across the organisation
• to provide strategic advice and guidance to the service areas and their directorates
• to contribute to the delivery of the Council’s Digital First approach set out in the Capital Ambition programme.

The ICT Service consists of several functions including
• the Service Desk
• Enterprise Systems and Data teams responsible for the development, support and maintenance of both in-house developed and 3rd party applications
• ICT Services teams delivering network, server and end user computing services.
• Security and Compliance
• Enterprise Architecture

About the job

The successful candidate will lead the team tasked with developing and supporting Digital Services and Applications spanning a wide range of Council functions, for use by the public and internally across the Local Authority.

You will be responsible for the leadership and day-to-day management of the Software Engineering function and a team of 14 staff covering the entire software development lifecycle.

You will guide and nurture the engineers, leading them in innovative, new ways of working. You will provide day-to-day support to individual engineers to help them resolve problems and validate their approach to solving technical challenges.

You will be working across the Council’s Digital Product Portfolio which includes the Cardiff Gov Mobile App, Corporate Website and Virtual Assistant Bots, and will also have a wider remit for leading a selection of major projects across the ICT estate.

What We Are Looking For From You

• Directly manage the ICT Software Engineering team and ensure governance across multiple implementation projects and work of significant scope / impact
• Create a motivated and high performing team that has customer service at the heart of everything they do
• Establish career development plans to ensure the appropriate objectives, training and mentoring is in place for all team members
• Identify capability gaps in your team and fill these through tailoring personal development goals for your team members
• Define and maintain Coding Standards to ensure the ongoing validity of our software solutions
• Ensure the conceptual completeness of proposed technical solutions with appropriate analysis of costs, benefits, risks, resources and potential impact on existing services
• Develop strong working relationships with Product Owners and other key Stakeholders to develop a cohesive vision and roadmap for our products, and to shape and define the work of the team
• Manage demand and capacity for your teams, ensuring they operate effectively and transparently within the agreed delivery framework (Agile SCRUM, Waterfall and Hybrid)
• Advocate of the Agile approach to software development and actively promote how it can improve delivery performance
• Effectively manage technical debt, suggesting appropriate improvements and initiatives
• Collaborate with other technical teams and disciplines to ensure continuous improvement of our technologies, techniques and processes
