This is a brand-new post – developed to provide some dedicated and expert capacity in Provider engagement and market shaping and management within the external Cardiff Domiciliary care and Care Home sectors.

About the job

The post is located in Adult Services Commissioning and Contracts team reporting directly to the Operational Manager for Care Commissioning and Quality. This is a temporary contract for 2 years.

 

The remit of the post covers the following areas of business:

 

Leading on the market engagement of social care providers across Adult Services to ensure that providers are engaged early in the analysis and planning stages of the commissioning cycle.

 

Understanding provider knowledge of the market and trends, understanding the structure and capacity available in the local market to meet Adult Services requirements

 

Facilitating provider forums and undertake specific provider engagement in respect of annual fee setting activities, developing robust mechanisms to facilitate this, and using established frameworks (e.g., dynamic purchasing systems) to inform engagement activities.

 

Contributing to provider quality assurance systems to ensure good quality services that provide value for money.

 

Lead on market shaping and management activities to ensure that demand and need can be appropriately met by local providers building capacity in the market and supporting SMEs.

 

Undertake stakeholder and service user engagement and consultation.

What We Are Looking For From You

We are looking for an enthusiastic and motivated person to engage with the social care market in Cardiff.

 

The successful candidate will have proven project management skills and experience and experience of positively engaging public sector markets, preferably in the Social Services division.

 

An excellent understanding of various engagement methods is essential with a proven track record of working positively with a range of providers to achieve measurable and sustained success. Experience in a commissioning environment, particularly in relation to market management and sufficiently activities is essential.
