Equality Diversity and Inclusion

  • At Cardiff Council, we're not just committed to equality and diversity - we live it everyday. We champion equal opportunities across employment and service delivery, reflected in our partnerships with leading organisations like the Living Wage Foundation, Stonewall's Diversity Champions  Programme, Race at Work Charter, Carer Confident Accreditation and Disability Confident Employer. As one of the largest public sector employers, we're passionate about building a workforce that truly represents and supports the vibrant communities we serve.

We actively encourage applications from individuals under represented in our workforce, including:

    • Young people under 25

    • Those not in Employment, Education or Training

    • Individuals form local communities, especially disabled people, carers, and those from Cardiff BAME and LGBTQ+ communities

    • Welsh speakers

At Cardiff Council, every individual matters. We don't tolerate discrimination - whether its based on age, disability, gender identity, race, religion, sexual orientation, or any other characteristic. Cardiff is a dynamic, multicultural city, and we celebrate the rich diversity of our employees. We're committed to creating an inclusive, respectful environment where everyone can thrive.

  • Employee Equality Networks

We are proud of our Employee Equality Networks which provide a vital and valuable resource and support to the Council and employees.

Our Employee Networks provide a vital and valuable resource and support the Council to fulfil its duties under the Equality Act 2010 to promote equality, eliminate discrimination, harassment and victimisation and promote good relations between different groups. The Employee Networks are self-organised, independent groups run by volunteers with specific interests / expertise / experience in that particular area of equality.

The Council currently has five Employee Networks that are open to all employees interested in supporting Employee Network activities. Membership is not restricted to employees with a particular characteristic. The five Networks are:

  • BME Network (Black & Minority Ethnic)

The BME Network works to improve the visibility of Black & Minority Ethnic Employees and aims to take an active role in shaping the organisation, as well as organising events that link the wider BME communities with the Council.

  • Carers Network

The Carers Network provides a supportive forum for employees who are Carers, with members making a positive contribution to the policies, procedures and culture of the Council.

  • Disability Network

The Disability Network connects disabled employees in an informal and supportive setting and aims to empower employees through training and reasonable adjustments etc. It also highlights ways in which the Council can make positive changes.

  • LGBT+ Network

The LGBT+ Network offers opportunity for employees who identify as Lesbian, Gay, Bisexual or Transgender to meet and discuss issues that affect them. It aims to make a positive impact on the Council's policies and procedures and to promote the interests of the LGBT community.

  • Women's Network

The Women's Network supports the progression of women in the Council through providing networking opportunities, promoting women's equality and aiming to raise the profile of women in the Council, as well as organising development opportunities and events.

  • Redeployment

The Council has a Redeployment Policy that applies to all permanent employees and temporary employees with more than 4 years’ service (excluding school based employees).  The Policy is designed to support employees where they are under threat of, or notice of redundancy, due to organisational changes, or where they have medical problems, health issues or a disability affecting their ability to carry out their role. This Policy can also be applied where there is a need to be moved from one work place to another, which may be due to service essential reasons or other exceptional circumstances.

We also work closely with school governing bodies to identify opportunities for school based employees to be redeployed into other schools.

  • Race at Work Charter

The Council signed up to the ‘Race at Work Charter’ on 1st April 2019 which sets out a number of principles and actions for the Council to commit to. Thus ensuring we are tackling barriers that ethnic minority people face in recruitment and progression and that the Council is more inclusive and representative of the communities we serve.

  • Umbrella Membership with Employers for Carers

The Council has extended umbrella membership arrangements with Employers for Carers(EfC) which gives Council managers and staff with employee wellbeing responsibilities, the opportunity to engage and gain free access to EfC resources through the Council.

Our umbrella membership also allows small and medium-sized businesses in Cardiff, with fewer than 250 employees, the opportunity to benefit from this valuable resource

  • Stonewall Diversity Champions Programme

The Council is working in partnership with Stonewall Cymru which is the all-Wales lesbian, gay, bisexual and trans charity to create a fully inclusive workplace environment by integrating diversity and inclusion into all parts of the business.  Through our work with Stonewall we will maximise the business benefits of diversity in areas of recruitment and retention, engagement and development.  In addition, the Council submits annually to Stonewall's Workplace Equality Index which is a definitive list showcasing the best employers for lesbian, gay, bi and trans staff.

  • Disability Confident Employer

The Council is committed to the recruitment and retention of disabled people and successfully transitioned from the Positive about Disability ‘Two Ticks’ scheme to the Disability Confident scheme awarded by Job Centre Plus on behalf of the Department of Work and Pensions, in December 2016.  The Council encourages job applications from disabled people to ensuring that disabled people and those with long-term health conditions have the opportunities to fulfil their potential and realise their aspirations.
