Equality Diversity and Inclusion

  • At Cardiff Council, we’re not just committed to equality and diversity—we live it every day. We champion equal opportunities across employment and service delivery, reflected in our partnerships with leading organisations like the Living Wage Foundation, Stonewall's Diversity Champions Programme, Race at Work Charter, Carer Confident Accreditation and Disability Confident Employer. As one of the largest public sector employers, we’re passionate about building a workforce that truly represents and supports the vibrant communities we serve.

We actively encourage applications from individuals under represented in our workforce, including:

    • Young people under 25
    • Those not in employment, education, or training
    • individuals from local communities, especially disabled people, carers, and those from Cardiff's Minority Ethnic and LQBTQ+ communities
    • Welsh speakers

At Cardiff Council, every individual matters. We don’t tolerate discrimination - whether it’s based on age, disability, gender identity, race, religion, sexual orientation, or any other characteristic. Cardiff is a dynamic, multicultural city, and we celebrate the rich diversity of our employees. We’re committed to creating an inclusive, respectful environment where everyone can thrive.

  • Employee Networks

We’re proud of our Employee Networks, a vital resource that empowers both the Council and our workforce. These networks play a key role in helping us meet our commitment to equality, driving positive change, and fostering an inclusive environment.

Our networks are self-organised, independent groups led by passionate volunteers who bring their unique expertise and experience. They actively support the Council’s goals to promote equality, eliminate discrimination and harassment, and strengthen relationships across diverse groups.

With five dynamic networks open to all employees - regardless of background - there’s space for everyone to get involved and make a difference.

    Our networks are:

  • Carers Network

The Carers Network provides a supportive forum for employees who are Carers, with members making a positive contribution to the policies, procedures and culture of the Council.

  • Disability Network

The Disability Network connects disabled employees in an informal and supportive setting and aims to empower employees through training and reasonable adjustments etc. It also highlights ways in which the Council can make positive changes.

  • Ethnically Diverse Employee Network (EDEN)

The Ethnically Diverse Employee Network (EDEN) is here to support, inspire and advance opportunities for Ethnically Diverse colleagues. The Council wants to increase the diversity of its workforce and values, with EDEN's input progressing this goal.

  • LGBT+ Network

The LGBT+ Network offers opportunity for employees who identify as Lesbian, Gay, Bisexual or Transgender to meet and discuss issues that affect them. It aims to make a positive impact on the Council's policies and procedures and to promote the interests of the LGBT community.

  • Redeployment

At Cardiff Council, our Redeployment Policy ensures job security for our employees when they need it most. It applies to all permanent staff and temporary employees with over 4 years service (excluding school-based staff). Whether facing redundancy due to organisational changes or dealing with health issues, disabilities, or other exceptional circumstances, we're here to help you transition into new roles.

We also collaborate closely with school governing bodies to explore redeployment opportunities for school-based staff, ensuring continuity and stability across our workforce

  • Race at Work Charter

Since signing the Race at Work Charter in, Cardiff Council has committed to breaking down barriers faced by ethnic minority individuals in recruitment and career progression. We're dedicated to building an inclusive, diverse workforce that truly represents the communities we serve. Through concrete actions and accountability, we're creating a workplace where everyone has the opportunity to thrive.

  • Umbrella Membership with Employers for Carers

Cardiff Council is proud to offer umbrella membership with Employers for Carers (EfC), giving our managers and staff access to a wealth of free resources to support employee wellbeing. This membership empowers our team to better assist carers within our workforce.

We've also extended this benefit to small and medium-sized businesses across Cardiff (with fewer than 250 employees), providing them with the tools to support their employees who are carers. It's all about creating a more supportive, balanced workplace for everyone.

  • Stonewall Diversity Champions Programme

Cardiff Council works in partnerships with Stonewall Cymru, the leading LGBTQ+ charity in Wales. to create a fully inclusive workplace. By embedding diversity and inclusion into every aspect of our organisation, we're driving positive change in recruitment, retention, engagement, and development.

As part of this partnership, we participate annually in Stonewall's Workplace Equality Index, showcasing our commitment to being one of the best employers of LGBTQ+ staff. Together, we're building a workplace where everyone can thrive.

  • Carer Confident Employer

Cardiff Council is an Accomplished Carer Confident Employer. This benchmarking scheme assists employers to build a supportive and inclusive workplace for staff who are, or will become, carers and to make the most of talents that carers can bring to the workplace. The certificate of achievement is presented to employers in the UK who have demonstrated that they have built an inclusive workplace where carers are recognised, respected and supported. Carer Confident employers recognise the importance of retaining valued members of staff, reducing absence and unnecessary recruitment costs, and increasing staff resilience, engagement and productivity.

  • Disability Confident Employer

Cardiff Council is dedicated to recruiting and supporting disabled people. Since transitioning to the Disability Confident scheme in December 2016, we've been actively creating opportunities for disabled individuals and those with long-term health conditions to thrive. We encourage applications from disabled candidates, ensuring everyone has the chance to achieve their potential and pursue their aspirations.
