About The Service

Cardiff is one of the fastest growing and most highly-skilled cities in Britain.  The city economy is growing, jobs and businesses are being created and the city’s population is set to continue to expand.
 
The Planning Service contains three Teams: Planning Policy; Strategic Development Management & Placemaking; and Non-Strategic Development Management & Enforcement. Together, we play a key role in delivering and managing the growth of the city through the following work:
 

- putting in place a plan-led policy framework - preparing plans and guidance;
- delivering new developments through a masterplanning and placemaking approach;
- providing an efficient development management service - effectively processing the highest number of planning applications in Wales; and
- continually working to improve performance and efficiency.

 
The positive outcomes of the Service’s work include:
 

- bringing forward the homes people need, especially affordable homes;
- generating significant investment in the city and supporting the local economy;
- approving new schemes which create a wide range of jobs;
- securing new infrastructure from development proposals;
- approving schemes which support the role of the city centre and local centres;
- ensuring new development responds positively to local context;

- preserving and enhancing the built and natural environment.


About the job

The post is within the Placemaking Group, which plays a key role in managing change within the city.
 
Our vision is 'to support the planned growth of the city and the delivery of liveable, integrated and sustainable neighbourhoods through excellence in Development Management and Placemaking, whilst preserving and enhancing the built and natural environment’.
 
The Group provides advice relating to land use policy, infrastructure planning, urban design and historic environment matters to all parts of the Planning Service and the wider Council. We produce design, heritage and policy guidance and undertake public realm and infrastructure projects. We undertake collaborative weekly Design Review sessions for most major applications, public realm projects and many non-strategic proposals which present unusual design issues.
 
This is an exciting opportunity to join our team of experienced policy, urban design and conservation professionals and to help make our dynamic capital city a great place in which to live, work, study and visit.
 
You will be given the necessary management and team support, flexible working, peer review and skill sharing to enable you to successfully undertake your role and develop professionally.

What We Are Looking For From You

We are looking for someone with a passion for good placemaking who can shape and add value to city centre and bay projects and policy initiatives.

You will have a good understanding of placemaking policy and best practice and use this to take on a diverse range of project work. This will include:

- Leading on departmental and corporate regeneration initiatives and projects, with a particular focus on city centre environmental enhancement schemes and policy work.

- Taking a lead role in city centre, S106 and infrastructure delivery performance monitoring work.

- Contributing towards the preparation of thematic and site-specific policies and guidance as part of the Local Development Plan process.
