About The Service

Cardiff is one of the fastest growing and most highly-skilled cities in Britain. The city economy is growing, jobs and businesses are being created and the city’s population is set to continue to expand.

The Planning Service contains three Teams: Planning Policy; Strategic Development Management & Placemaking; and Non-Strategic Development Management & Enforcement. Together, we play a key role in delivering and managing the growth of the city through the following work:

• putting in place a plan-led policy framework - preparing plans and guidance;
• delivering new developments through a masterplanning and placemaking approach;
• providing an efficient development management service - effectively processing the highest number of planning applications in Wales; and
• continually working to improve performance and efficiency.

The positive outcomes of the Service’s work include:
• bringing forward the homes people need, especially affordable homes;
• generating significant investment in the city and supporting the local economy;
• approving new schemes which create a wide range of jobs;
• securing new infrastructure from development proposals;
• approving schemes which support the role of the city centre and local centres;
• ensuring new development responds positively to local context;
• creating places where people like to live, work and visit; and
• preserving and enhancing the built and natural environment.

About the job

This post is within the Strategic Development Management team, which plays a key role in the delivery of the growth set out within the LDP.


This includes over 45,000 new homes in the Plan period (2006-2026) with more than half being provided on brownfield sites. Eight Strategic Sites have been identified to help accommodate the growth, ranging from the exciting Cardiff Central Enterprise Zone in the heart of the city to five greenfield housing-led sites totalling some 13,000 new homes, with masterplanning frameworks setting out details of other supporting infrastructure and uses. In helping to deliver this planned growth, this postholder will join the Team in undertaking the following work:


• negotiating and determining applications for major development proposals, renewals, variation of conditions, advertisement applications, NMAs, certificates of lawful development and heritage consents;
• discharging conditions;
• defending the Council’s planning decisions at appeal;
• assisting the enforcement function; and
• carrying out discretionary and statutory pre-application services.

What We Are Looking For From You

We are looking for a highly motivated and experienced individual who can manage a busy and a varied caseload of applications, with a particular emphasis on high profile city centre applications with a significant design component.

You will have a qualification in town planning, architecture or equivalent, good communication skills and will be able to manage multiple priorities. A track record demonstrating the ability to work with applicants and their design teams to secure high quality design outcomes is highly desirable.
